Can everybody buy property in Belize?

Yes, everybody can buy and get a titled property in Belize.

Do you get a permanent residency status when you buy property

No, you still have to apply for permanent residency. Untill the status is
granted, you need a monthly visa extension

Are there strict building regulations?

Within city limits, building plans need to be reviewed by local government and commissions. Outside the city, you're free to build domestic structures.
